TL;DR

If you have a CNIC and a working email, you can register for a National Tax Number (NTN) on the FBR IRIS portal in about 15 minutes without visiting any tax office. For individuals, the CNIC number is the NTN itself, so "registration" means creating an IRIS account and completing Form 181. Business owners and freelancers add business details in the same form. Once registered, you can file returns, appear on the Active Taxpayer List (ATL), and pay lower withholding tax on banking, property, and vehicle transactions. This guide covers the full flow, required documents, salaried vs business differences, and what to do immediately after registration. It is written for first-time filers in Pakistan for 2026-27.

NTN by CNIC: what your NTN number is

For a resident individual, your NTN is your 13-digit CNIC number . FBR does not issue individuals a separate NTN; registering on IRIS activates your CNIC as your taxpayer identity. That is why "NTN by CNIC" searches often confuse people: there is no second number to find. Companies and Associations of Persons (AOPs) are different. They receive a separate 7-digit NTN.

Two practical consequences follow. First, if you have already registered on IRIS, you already know your NTN: it is the CNIC printed on your card. Second, if you want to know whether you are a filer, the NTN is not the right thing to check. Check the Active Taxpayer List instead by sending ATL followed by your 13-digit CNIC to 9966. Our guide on how to check filer status covers every method.

Definitions and scope

A few terms you will see repeatedly. NTN (National Tax Number) is the identifier the Federal Board of Revenue uses to track taxpayers. For individuals, the 13-digit CNIC is the NTN. For companies and AOPs, FBR issues a separate 7-digit NTN. IRIS is the online portal where all filing, registration, and correspondence happens. Form 181 is the registration form inside IRIS for individuals and sole proprietors. ATL (Active Taxpayer List) is FBR's list of people who filed their return for the relevant tax year, and it decides whether you get the lower withholding rates. The scope of this guide is individual registration, which covers the three most common cases: salaried employees, sole proprietors and freelancers, and property owners. Company and AOP registration follows a different track through SECP and is out of scope. The legal basis for registration and filing sits in the Income Tax Ordinance 2001 , specifically sections 114 (return of income) and 181 (taxpayer registration). Rates, thresholds, and filer vs non-filer distinctions change annually through the Finance Act; the current figures come from the FBR Withholding Tax Rate Card updated under the Finance Act 2026.

Why it matters (the money)

The single biggest reason to register and stay on the ATL is that non-filers pay dramatically higher withholding tax on almost every financial touchpoint. On cash withdrawals, people who are not on the ATL pay 0.8% under Section 231AB once the day's withdrawals exceed PKR 50,000, while filers pay nothing. On property purchases, non-filers face advance tax of 10.5% (rising to 18.5% above PKR 100 million) against 1.25% for filers under Section 236K. On new vehicle registration, the non-filer rate is three times the filer rate in every engine-size band under Section 231B. Bank profit is withheld at 40% for non-filers against 20% for filers.

Beyond withholding, the Ordinance imposes direct penalties for filing late. Under Section 182, a late return attracts the higher of 0.1% of tax payable or PKR 1,000 per day of default, with a minimum of PKR 10,000 for individuals with at least 75% salary income and PKR 50,000 for others. Getting back onto the ATL after a late return also costs a Section 182A surcharge of PKR 25,000 for individuals, PKR 50,000 for AOPs, and PKR 100,000 for companies, as raised by the Finance Act 2026.

There is an upside that is easy to overlook. Filers can claim refunds on excess withholding and claim credits and deductions for Zakat, donations to approved institutions, and contributions to approved pension funds. For a property buyer in the PKR 20 million range, filer status alone saves about PKR 1.85 million in advance tax at purchase (1.25% instead of 10.5%).

Step-by-step walkthrough

Here is the full online registration flow on IRIS. Budget 15 to 20 minutes.

  1. Gather documents. CNIC (front and back, scanned), a personal mobile number registered in your own name, a personal email address you actively use, and the latest paid electricity bill of your residence. If you are a business owner, also keep your business address, nature of business, and a utility bill for the business premises ready.
  2. Open IRIS. Go to iris.fbr.gov.pk and click Registration for Unregistered Person .
  3. Enter CNIC and contact details. Fill in your 13-digit CNIC, full name exactly as on your CNIC, mobile number, and email. IRIS sends two separate verification codes, one to your mobile and one to your email. Both must be entered to proceed.
  4. Set password. Choose a password and security questions and save them somewhere safe. Password resets require access to both the registered mobile and email.
  5. Log in and open Form 181. After first login, go to Draft in the left menu, then Registration → 181 (Form of Registration Filed Voluntarily) .
  6. Fill the personal tab. Confirm the auto-filled CNIC fields. Add residential address, district, and city. Attach the electricity bill as proof of address.
  7. Fill the source of income tab. Select Salary if you are an employee and enter your employer's name and NTN. Select Business for a sole proprietorship or freelancing and add the business name and principal activity. You can add more than one source.
  8. Bank account tab. Enter the IBAN of at least one personal bank account. This is used for refunds.
  9. Submit. Click Submit at the top. Salaried registrations usually complete straight away. Business registrations sometimes route to a Regional Tax Office (RTO) for verification and take 1 to 3 working days.

Common pitfalls. A name that does not match your CNIC, a mobile number not biometrically verified in your name, blurry or cropped bill scans, and the wrong RTO jurisdiction. Any of these will bounce the form. Re-scan the documents clearly and resubmit.

Worked example with numbers

Consider Ayesha, a software engineer in Lahore earning PKR 250,000 per month, or PKR 3,000,000 per year, with no other income. Under the 2026-27 salaried tax slabs , her salary falls in the PKR 2,200,001 to 3,200,000 band: PKR 116,000 plus 20% of the PKR 800,000 above PKR 2,200,000, which is PKR 276,000 for the year. Her employer deducts this whether or not she is registered.

Without filing, Ayesha cannot claim any credits and is not on the ATL. If she withdraws PKR 200,000 in cash in a day, the bank deducts PKR 1,600 as non-filer advance tax. If she buys a 1300cc car worth PKR 5,000,000, the non-filer registration tax is 4.5% (PKR 225,000) instead of 1.5% (PKR 75,000).

After registering and filing, Ayesha claims a tax credit under Section 63 for the PKR 150,000 she contributed to a voluntary pension fund. The credit is worked out at her average tax rate (276,000 ÷ 3,000,000 = 9.2%), so it is worth PKR 13,800. On the car alone, filer status saves her PKR 150,000. Setup takes about 20 minutes, and filing the return about an hour.

Edge cases and exceptions

Property-only owners. If you own property but earn no salary or business income, you still benefit from registering and joining the ATL. Non-filers pay 11.5% advance tax on a property sale under Section 236C (against 2.75% for filers) and 10.5% or more on a purchase under Section 236K (against 1.25%). Register under Form 181 with Property as the source of income and declare rental income if any.

Freelancers and remote workers. Export proceeds from computer software, IT, and IT-enabled services are taxed under Section 154A at 0.25% for people registered with the Pakistan Software Export Board, and at 1% in other cases, for tax years 2024 to 2029. To use the lower rate, receive payments through formal banking channels and register with PSEB . On IRIS, register as a business and declare IT services export as your activity.

Non-residents. If you spend fewer than 183 days in Pakistan in a tax year, you are generally a non-resident and taxed only on Pakistan-source income. You still need to be registered to sell property, claim refunds, or avoid non-filer withholding on Pakistani assets. Register on IRIS with your CNIC or NICOP.

Minors and joint owners. A guardian can register a minor child who owns property. Joint owners each file separately for their share of the income.

Tools and next steps

Once you are registered, three things to do right away. First, estimate your full-year liability using our tax calculator so you know whether your employer's monthly deductions match what you will actually owe on 30 June. Second, if you want us to handle the filing end to end, including deductions, pension credits, and Zakat, start a filing with our return filing service . Third, file your Tax Year 2026 return: FBR extended the deadline for individuals to 31 October 2026 . FAQ

Do I need to visit an FBR office to register for an NTN?

No. Individual registration runs entirely online through IRIS. You only visit an RTO if IRIS flags your registration for verification, which is rare for salaried cases and occasional for new businesses.

Is NTN registration free?

Yes. FBR charges no fee for registering on IRIS or for filing individual returns. Anyone asking for a fee to "issue" an NTN is a third-party agent or a scam.

Can I get my NTN by CNIC?

Yes. For resident individuals, the NTN is the 13-digit CNIC number, so once you register on IRIS your CNIC is your NTN in every FBR system. Only companies and AOPs receive a separate 7-digit NTN.

Can I register if my mobile number is in someone else's name?

No, and this is the most common rejection reason. The registered mobile must be biometrically verified against your own CNIC. Move the SIM to your own CNIC first, wait a day, then retry.

Do I still need to file a return every year after I register?

Yes. Registration creates your taxpayer identity, but only a return filed by the due date keeps you on the ATL. Miss the due date and you stay off the list until you file and pay the Section 182A surcharge.

What happens if I registered years ago but never filed?

You remain registered but are treated as a non-filer. File for the latest tax year to get onto the ATL. Older years can be filed too but may attract penalties under Section 182.

Can I register from outside Pakistan?

Yes. Overseas Pakistanis with a CNIC or NICOP can complete the full flow from abroad, as long as they can receive the verification codes.
